What are ALPRs?

An automated license plate reader is a camera that never decides you are uninteresting. It photographs every vehicle in its field of view, reads the plate, and files a record. Understanding what that record contains — and where it goes — is most of the argument.

What the camera actually captures

Each time a vehicle passes, a typical ALPR records:

  • The plate, converted from image to searchable text.
  • The location of the camera, to within a few meters.
  • The timestamp, usually to the second.
  • A photograph of the vehicle, and sometimes its occupants.
  • Vehicle attributes — make, model, body type, color, and distinguishing marks such as roof racks, ladders, damage, or bumper stickers. Vendors market this as "vehicle fingerprinting," and it is how a car gets tracked when the plate is dirty, missing, or swapped.

None of this is triggered by suspicion. A traffic camera that catches you running a red light responds to something you did. An ALPR responds to your existence in public. The record is created first and the reason to look at it is found later, if ever.


How the sharing network works

The camera is the small part. The consequential part is the platform behind it. Scans are uploaded to a vendor-hosted database where an agency can search by plate, or by vehicle description, across its own cameras — and, in most deployments, across cameras belonging to other agencies that have opted into sharing.

That is how a network installed for a suburban homeowners association ends up queryable by a department several states away. The person driving through never agreed to it, was never notified, and has no practical way to find out that a search happened.

Hot lists

Every scan is checked against lists of plates of interest — stolen vehicles, warrants, missing persons, and lists an agency builds itself. A match generates a real-time alert to officers.

Retention

Non-matching scans are not discarded. They are typically kept for a set retention window — commonly 30 days, but policies vary widely and some jurisdictions keep data far longer.

Historical search

Within the retention window, an agency can ask where a given plate has been, or which vehicles were near a given place at a given time. That second query type sweeps in everyone who drove past.


Where it goes wrong

Misreads become traffic stops

Plate recognition is character recognition, and character recognition fails — a dirty plate, an unusual font, an out-of-state design, a transposed digit. When a misread hits against a stolen-vehicle list, the officer receiving the alert is told a stolen car is in front of them. Documented cases across the country have ended with drivers and passengers, including children, ordered out of their cars at gunpoint over a plate the system read wrong or a record that was never cleared.

Access controls are only as good as the audit

Agencies describe policies restricting searches to legitimate law enforcement purposes. Journalists and state auditors who have obtained search logs have repeatedly found searches that do not meet that bar — officers looking up partners and ex-partners, searches with no case number, and queries run for outside agencies on topics the host community never authorized. The pattern is consistent enough to treat "we have a policy" as the beginning of the question rather than the answer.

The mission expands

Systems bought to recover stolen cars get used for other things. That is not a hypothetical objection; it is the ordinary life cycle of a surveillance tool. The relevant question when a system is approved is not what it is for today, but what it makes possible for whoever controls it in five years.


Does it work?

Vendors point to individual recovered vehicles and solved cases, and those cases are real. What is harder to find is rigorous, independent evidence that saturating a city with plate readers produces a durable reduction in crime, as opposed to displacing it or generating leads that traditional investigation would have produced anyway.

This matters because the trade is being made on the vendor's terms. A community asked to accept permanent, warrantless logging of its residents' movements is entitled to more than case studies published by the company selling the cameras.


What Ohio law does and does not require

Ohio has no comprehensive statute governing ALPR retention, sharing, or audit requirements. In practice the rules come from each agency's own policy and its contract with the vendor — which means they vary from one suburb to the next, and they can change without a public vote.

What Ohio does give you is the Public Records Act (R.C. 149.43), a broad right to request records from public offices. Contracts, policies, camera inventories, audit logs and sharing agreements are generally public records. That is the lever most available to residents, and it is how most of what is known about local deployments got out.
